    WHAT A HOMEOWNERS POLICY HOLDS

    What a homeowners policy holds

    Replacement cost, not market value, is the number that matters. A house that sells for less than it costs to rebuild still costs what it costs to rebuild.

    Dwelling

    The structure itself, at replacement cost where the form allows. Extended or guaranteed replacement cost options exist and are worth asking about after a rebuild-cost spike.

    Other structures and contents

    Detached garages, fences, and sheds, plus personal property. High-value jewelry, art, and tools usually need scheduling or a floater.

    Personal liability and medical

    Injury to a guest or damage you cause off premises, plus defense for covered claims. Umbrella coverage sits above it.

    Loss of use

    Somewhere to live while a covered loss is repaired. In a total-loss wildfire market this is the coverage people discover they underbought.

    WHAT IT IS

    Wildfire, wind, and what is excluded

    California brush zones may require the FAIR Plan for the fire peril with a companion difference-in-conditions policy for everything else. That is a normal outcome, not a failure — but it is two policies, and the seams between them need checking.

    Flood and earthquake are excluded from standard homeowners forms in both states. They are separate policies. Texas wind and hail deductibles are commonly a percentage of the dwelling limit rather than a flat dollar amount.

    A remodel or an ADU build changes the exposure. A homeowners policy is not builders risk, and the existing house does not stop being at risk while the work happens.
